700 is the metric size for road wheels old or new , just divide it by 25.4 and it will give you the imperial size ie 27.5 so yes you should be able to buy 700 tyres , but your bike shop will confirm this .

I recently got back into cycling and obtained a retro road bike to 'do up.' My question regards tyre / inner tube sizes. Ordered a new inner tube size 27 x 1.25. Yet on the box it states the size I ordered and 700 x 25 - 32c. Does this mean I can order new tyres at the 700 size????
